2019 Continuum of Care Funding Opportunity – Request for Letters of Intent

The Washtenaw County Continuum of Care (CoC) will accept applications for one or more bonus or expansion projects totaling $223,546 for the 2019 CoC Funding Competition. In past years, the U.S. Department of Housing and Urban Development (HUD) has allowed CoC’s to apply for new (bonus) funds and, new in 2017, for expansion projects that allow current grantees to expand existing renewal projects. The 2019 CoC Notice of Funding Availability (NOFA) has not been released and thus this application is based on the 2018 NOFA. Due to this, applicants should note that this application and the application process may be changed based on information attained once the 2019 CoC NOFA is released. The CoC will be notified immediately of any changes and how this may impact any submitted applications.

The Washtenaw County CoC will require applicants to participate in a two-part application process: 

  • Interested parties are first asked to submit a Letter of Intent (LOI) and attend a mandatory meeting to be considered as an applicant;
  • Applicants still interested in submitting projects after the mandatory meeting will be required to submit a full application to be reviewed and scored by the Funding Review Team, a committee of the Washtenaw County CoC Board

LOIs are due by Friday, May 31, 2019 at 12:00pm and applicants are required to attend a mandatory meeting in person or over the phone on Monday, June 3, 2019 from 3:30pm-5:00pm (location and call-in information included in attachment). The meeting will bring applicants together with CoC staff to clarify questions and discuss possible partnerships for bonus applications. The request for LOIs is intended specifically for applicants interested in new or expansion grants, not those seeking Domestic Violence (DV) Bonus funds.
